Maybe the solution is to enforce service for everybody but give clients the option to choose curation so twitter will be able to block Trump for whoever agree to sub reddit moderator being the curator but if you don't agree to it you will see all messages.

Really? Define it then. Facebook is a website by all technical terms. Where is the hard defined line between social media services and a website? What is a website that hosts a forum? What is Discord? What if I run a WordPress website with the BuddyPress plugin? What about comments on my blog articles?

That's exactly what makes it a great example. If we accept the premise that /r/jailbait was not illegal (but "merely" reprehensible), then under this new law, Reddit would have been breaking the law when they decided to ban the subreddit.
