In modern US law this is incorrect, it is now guilty until proven innocent, and then still guilty after that.

I have no idea, but --- non-normatively --- there is some signal to be gleaned from this particular provider being targeted and not other, better-known and more systemically important ones.

The signal is only that they are small enough the collateral damage is not too great for the government to bear.
