Correct. Haswell is LGA 1150, SB/IB were LGA 1155.

WTF is up with this? Is Intel just taking as much money as they can? Or are these legitimate issues that they waited to address?

It has to do this because the voltage regulation loop goes unstable if it was designed to have a higher minimum current draw. If the PSU didn't shut down, it would fry things, including itself. Ah, yes, the other side of the Halting Problem: not only can you not tell if your program will ever halt, but you also can't tell if your program has been externally halted.

Computers were doing that since forever though. Remember all those "your computer wasn't shutdown correctly, do try to do better next time would you" messages? Just write a bit into CMOS before doing a test, then assume the test failed if the bit is still set on next power up.

There weren't any legitimate technical reasons for switching from LGA1156 to LGA1155, but Haswell and LGA1150 are introducing major changes to power delivery and voltage regulation. Given that power delivery accounts for something like half the pin count of a modern CPU, a new socket for Haswell is quite justified. (Although, those power delivery changes only really benefit the mobile market, but Intel's long been unwilling to produce different dies for the desktop market and the mainstream mobile market.)

It seems to me that in any compliant PSU, not drawing enough current from the +12V2 rail shouldn't trigger a shutdown that results in a loss of power on the +5Vsb rail, so motherboard makers just have to ensure that whatever testing circuitry they use can run off just the standby power.

Except it's virtually impossible to find a CPU that supports ECC. I've used ECC in every one of my machines for the last decade or so - except for the very last once since it's was impossible to get without spending a crazy amount of money (xeon processor).

The low end E3 Xeons (-1220, -1230) are actually rather competitively priced versus the i5 / i7. However this still requires use of a workstation / server motherboard for ECC support.

There's no automatic assumption that they also harbor green feelings and want lower power consumption for idle/sleep. Anecdata, but my current build has been stalled on the availability of the i7-3770T (the 45W TDP part). I'm already using LV-DIMMs and SSDs. My actual, active goal is to build a quad core machine with 16 gibibytes of RAM that can draw IOW, you can't assume that those of us who build our machines are all, "Look how big my electric bill is!" wastrels, either.

That CPU won't be appreciably more power efficient than a standard i7-3770. It just constrains its clock speeds in order to stay within a lower power ceiling.

TDP is all about cooling capacity and PSU capabilities. If you're worried about saving energy, get the processor that will run at the highest speed while computing so that it can get back into power-saving mode sooner. And you can always under-clock the standard desktop CPUs if you really want to - a 3770 can be configured to behave pretty much like a 3770T by tweaking the base and Turbo multipliers.

It's not virtually impossible. It may be virtually impossible in crappy cheap boards from Taiwan, but if you're buying cheap parts then you're likely not making money off the results that you're producing.

It's not the board that is the problem, it's the CPU. Only xeon CPUs have ECC support, and they are just too expensive.

Looks like the xeon is about $50 more than the equivalent i5/7. It was worse before, when I bought my most recent motherboard.

At the moment, the second fastest Xeon E3 (of those with integrated graphics) is $15 cheaper than the equivalent i7. They're not price-competitive with the i5s (which lack HyperThreading), but the E3 processors have been very competitive with the i7s since their introduction. The only downside is they don't get put on sale the way the overclockable consumer parts do, and they aren't widely known.
