H-1B / L-1 are non-immigrant visas, immigrant visas are green cards yes. Pausing green card processing in consulates after (on sketchy legal grounds) forcing folks to not do adjustment of status for getting an immigrant visa inside the country is, indeed, how the admin is trying to get around doing their job the way the INA intends them to.

If you mean the memo earlier this year, it was about tourist visas and similar doing aos in country when they are not dual intent visas, which makes it iffy.

They explicitly said that for h1b and l1 aos wouldn’t be affected as they are dual intent visas.

You are talking about change (or extension) of status, not visa. US is unique in that the visa sticker and your right to remain in the country (status) are two different things. Money does not fix the supply problem the parent comment pointed out (at least for fields that need multi year training). Let’s say that tomorrow we need 1M nuclear physicists. How can money help? You still need to wait for the talent pipeline to divert.

Fortunately such ridiculous hypotheticals have no correspondence to reality. Most every job can be easily trained or cross trained. Mathematicians make good physicists. Nor is there some foreign pipeline of a million physicists. Such ridiculous argument exist only to perpetuate the lie of a skills shortage and deny the wage shortage.

Conflating not wanting to compete with foreigners for jobs in your own country with racism is bad faith bullshit. Foreigners of the exact same race are equally unwanted competition.

Even taking you at your word, immigrants also create far more jobs. The economy is not some zero sum thing, with some fixed amount of jobs and fixed amount of work and fixed amount of wealth to be split.

Every economic analysis I have ever seen shows that there's economic surplus from immigrants entering a local economy; more jobs and more wealth is created, per person, than if those people had not come. In particular I'm thinking of some studies of local economy in Miami when there have been bursts of immigration.

The impact on academics and research has already been felt over the last decade. US used to be the default destination for academics and skilled workers from China ever since the cultural revolution. They engrained themselves in the country, studied/worked at top univerities, taught multiple generations of students, did key research, worked at top tech companies, and overall were major contributors to American technological superiority.

Then starting ~2016 Trump and his DoJ made it borderline impossible for Chinese nationals to get visas, specifically targeting research universities. Since then new Chinese skilled immigration has slowed down to a trickle, and there has been a massive "brain gain" of existing talent in China's favor.

The result - China now has a booming tech industry, Chinese universities have overlapped Amercian ones in research output, China is a very close 2nd in the AI race. And as skilled immigrants continue to be driven out of the US China in particular will enjoy the benefits.
