The number of times I've heard "just wait your turn in line like my grandparents" from people is infuriating. There is no line! We have a series of lotteries, and even these are straight up forbidden for people from a bunch of countries. Failing the lottery one year does not get you any close to immigrating.

Not trying to make a political point at all and perhaps a controversial take. But, it’s specifically and maybe implicitly by design. Meaning they made this way precisely so you have to reapply so they can change their mind or block you out later. Nothing about getting a visa is permanent and you’re fully at risk when you move here with that type of status. If you evaluate the situation that’s always been the case.

H1-B and L1 can actually be done in-country, but for some reading going abroad and get consular processing has a lower chance of RFE.

The pause on visa appointments does not apply to H1-B and L1 as they are nonimmigrant visas. It applies to family based immigration visa, diversity visa, and EB-1/2/3 when you do processing abroad.

(You might have known that, but I thought it's worth clarifying).

Hire Americans? Hundreds of thousands of tech workers have been laid off in the last two years. There are many skilled Americans on the job market. Foreign workers are here for the benefit of the United States, not as charity to the rest of the world, or as a source of cheaper labor for global employers seeking to undercut American wages.

It's clear you are not a hiring manager. There aren't thousands of highly qualified engineers looking for work. I can't tell if this a troll post or not.

They would be looking for work with you if you were offering them better pay and conditions than where they're currently working.
