What if I grow a biological human from an embryo, but use carefully selected stock that will be born missing all parts of the brain, just a brain stem to handle breathing and heartbeat. Zero experience of the world. Is that human?

It's human (as an adjective), yes, but it's not a human, because a human is a person, and there is no personhood without a brain.
Is this line of questioning going somewhere? If the next thing you ask is whether a simulated human is a person given that it has a brain (though simulated), I'll preempt you by saying that simulated humans are people.
