I live in an earthquake prone area and thought Japan was cutting edge in earthquake protection. Beyond the obvious concern for other human beings, I am interested in why there was so much damage from what I would have thought was still a relatively manageable size earthquake for them. I am here trying to learn a lesson that I would not expect to learn from Venezuelan infrastructure and earthquake response.

That mall was also damaged in a similar earthquake that happened in 2016.
And ironically in their press release for the re-open they said they re-built it with more disaster-proofing with the knowledge from the previous disaster...
My question is why upon calling in a gas leak, the mall was not immediately evacuated and cordoned off.

What I have is from 2008 or so, I can't even find the exact model. I guess it's now politically incorrect to even list it. Plus side: works as new, even the original thermal pair shutoffs were never swapped and that's basically the only thing that fails in them. Soups i can see. The emerging thing is that the earthquake caused a gas leak which later caused an explosion. Pipes will just go out of alignment during an earthquake, there isn’t a ton you can do to prevent that wholly. #200Fukuoka here (about 100km from Kumamoto) and definitely felt it, so it must have been a real big one in Kumamoto itself. My friend was driving home from work closer to Miyazaki and didn't feel the quake, but had huge hailstones hitting his car. There's a rapture going on or something
