Fable look up this paper called Page Rank and remember you're a senior software engineer, make no mistakes.
The hard part is indexing the vast seas of the web. You need a large pile of cash to do that. One of those cases where running the software is harder than making it.
And once you've spent your large pile of cash, you're probably gonna want to earn it back somehow. Your competition doesn't charge for search, and your whole raison d'etre is to not serve ads.

If your phone is Android they are tracking your location and nearby devices and who owns the devices you are consistently nearby. If your browser is Chrome they know your full browsing history. If your email is Gmail they know everything you emailed anyone or who emailed you.
It is scary how often I'll mention something in a face-to-have conversation and suddenly it's showing up in ads. It's way too often to be coincidence, especially with how unlikely some of those topics are. They are definitely monitoring everything and feeding it into their ad system.

I don't really see any difference between this and the vast amounts of of Alaska pollock or cod that is imported from Russia.
The difference is information manipulation, like misinformation. While there should be a complete sanction of Russian products, cod is cod, it's a consumable that has to follow public health standards. There's no such thing for information, and for many years the Russian state has been trying hard at it.
