I would think the idea is to make services and ID documents more uniform across the union. I don’t see what the individual members state lose here? Apart from the cost of implementation. Where exactly in Europe? Countries I interacted with did not had anonymous burner phones. You could buy prepaid card, but you had to show your id and give out your name.
