Given that 1 in 1,000 deaths would be a far higher fatality rate than what SARS-CoV-2 causes in many health demographics (and the vaccines don't even prevent infection anyway), no, that would be pretty far from "safe." This was all well understood until everyone completely lost their minds over SARS-CoV-2, of all things.
