I think it was popularized by ISIS terrorists (Nice and Berlin IIRC), but over the past year we've had multiple incidents of people driving into crowds or cops over a previous altercation. I'd hope that someone who consciously drives a car into another person would spend the rest of their life in prison (which effectively includes a driving ban)
