The US government has been setting the ceiling on performance that can be exported since the beginning of the computer industry.

This is not really new but NVidia was caught by a surprise change in the limits.

This is a ban on the export of a hard-to-manufacture physical doodad. You can't keep ideas or software from spreading practically everywhere instantly, but you can absolutely slow the spread of expensive manufactured goods.

What happened to the ideals of global unity and one humanity?

Or at the very least, globalized supply chains and free markets.

I don't think China will destroy the very thing they're trying to capture.

China would like the fabs but it's not the fabs that drives them to re-unify with Taiwan. That desire pre-dates the fabs by decades.

wouldn’t a better strategy be have china depend on those product but require a sorts of built-on remote control in them in case of a conflict.

Yeah sure, bundle a freaking web server in you gpu driver.

I guess I don't understand what the point is? A100s are extremely powerful and generally used for ML or mining, right? But mining is already illegal in China and if the PRC wants to do military AI, I'm sure they're capable of building their own super computer without A100s. This isn't banning weaponized ai. It just seems like a minor annoyance to a couple of China's bigger companies who will quickly produce alternatives if they need to

I think it's more nuanced. Left to develop it on their own, they might not succeed with a catch up effort in 5 years. Or 10. But in 20 years probably. 30 years certainly.

Everything in competition is about time and effort. No one cares if they figure it out 20 years down the road. It literally won't matter at that point, because the US will have much better by then. The world may be a different place, etc. It's all about the now.

And that new world could be dominated by a new technology. Truth is that yes, with enough resources they can catch up technologically as many nations have in the past. That's no big surprise really, being able to produce ones own chips is so useful for defense you'd expect China and India to have that on a priority list somewhere. It wouldn't give them any advantage over other world powers
