It is most certainly not true of every state; if no one recognizes your claims, but you can still feed your citizens and defend your borders, you are "a state".

Russia acts with impunity on Ukraine soil, however Ukraine is a state for all definitions of state I could find.

The land area of Fulafuti is 2.4 square kilometers, but the total area of the atoll is 275 square kilometers : it's a ring of islands surrounding a lagoon. The lagoon is 120 feet deep. Sealand isn't a great example considering nobody recognizes it as a country. Tuvalu might get away with it since they would've been a "real" country in the past.

#109Unfortunately that land is not underwater due to climate change-driven sea level rise, but due to soil erosion. They do mention this fact, however the focus of the article inexplicably remains on rising sea levels.
A factchecker might call that "missing context" (or worse).
