PIC is ultimately responsible for safety of flight, not controllers or authorities. Given the unusual message which is essentially asking the pilot to declare emergency and oddly specific instructions to divert I don't think this is unusual. (Of course in this specific case it was a hostile government hijacking a commercial plane and there was no legitimate reason at all to divert to Minsk)
