Although not outright blocking those websites is a step up, a 90% bandwidth cut is almost the same as blocking them.
What about setting up caching proxies inside the country? I expect the practice would eventually be made illegal and cracked on, but with a bit of technical trickery one might be able to keep the cat-and-mouse game running for some significant time. (I know, I know, I'm looking for technical solutions to a social problem...)
