I say it's not completely open-source mainly because it's not free and people usually expect open-source to equal free. Once you purchase it you get full access to the original server-side code (PHP, MySQL). For the client-side part you only get the bundled JS/HTML/CSS (the original client-side source code is TypeScript, React), mostly because otherwise I would have to provide all the build tools and document better…
