I'm no expert, of course, but I am generally aware of some of the issues in the region (disclaimer: I may not be a neutral source–none of my family members are Pakistani). I'm still of the opinion that shutting down the internet is a government overreach.

I agree that blocking communication lines and the internet is not good. But again, none among is responsible for law and order in the region.

Indian Govt's this precautionary measure ensured no loss of life. Pakistan and its sympathizers spreading fake news to cause disturbance in Kashmir so that a large scale loss of life happen and then they can cry and do drama on world stage and accuse India. Don't fall for that propaganda.

In many previous conflicts, electricity and gasoline were cut off or in short supply. Being able to keep infrastructure running without them was an important part of the war effort. Kashmir wasn't independent enough to be able to make state-wide preparations for a conflict with India, but presumably some individuals did.

Internet's architecture is already like this (See Alan Kay). You can create your own local networks, Problem is the centralized applications built on top of it.
