Does YouTube even need comments? I can't remember any meaningful discussion happening in the comments, it's mostly meme type stuff. Long term I can see this being the final resolution for toxic comments.

You only think that's a good idea because you don't believe in flat earth. They could equally put a link to flat earth sites under NASA/SpaceX videos. Do you really want to decree that whatever they link is "true" just because you agree with them in this particular instance?
This idea that because nobody has a monopoly on the truth then we can't make decision is utterly futile and silly; I have no idea where it originates, except perhaps in the darkest places where reason has utterly collapsed.

Honestly is it so bad if most videos end up turning off comments in the future? I use a blocker to hide comments and don’t seem to miss much. Let people discuss videos on other sites like twitter or reddit.

Just adblock everything but the player element. It's the only way to use YouTube.
I like to use 'Reddit on YouTube' on Firefox, which shows relevant reddit discussion in place of the YouTube comment section.
If anyone can figure out how to maintain quality discussion at the scale of thousands of speakers they'll be a billionaire overnight.
