I'm going to go way out on a limb here and suggest that it might be for the "Targeted Indivduals" mentioned in the title.
Clicking on an article it reveals that I am correct:

It's a place for targeted people. People who have been targeted.
Seems to be a support group for people struggling with public doxxing and the like.

I had honestly taken it as a good faith community for people struggling with things like doxxing, but sure as shit "How To Detect if You Emit a MAC Address" is on the front page with link to "Fresh Graves w/ Bluetooth mac Addresses" which is a video in which the main character is allegedly detecting bluetooth devices near a fresh grave as if it is emanating from the grave.
Huh, a person thinks they've seen everything, and then...wow...

Cemeteries should be relatively clean BT-free zones, but they can also be difficult to navigate, so why not attach an AirTag to a rose for grandma and toss it in, so you can find her next year?
I did a scan and my body is still only emitting IPX, so I will be visiting my PCP soon!

Wikipedia says right up front that this is delusional. They believe that they are being watched, not just by one person but by a coordinated team, so that they are surveilled 24/7. (People who actually are being stalked are usually stalked by just one person.)
As with all paranoid delusions, any attempt to disprove it is met with the accusation that you are part of the gang.
There seem to be quite a few self-described "Targeted Individuals" on social media. I'm not sure why OP thinks that they need another Discord channel; many already exist. They get together to affirm their persecution complexes to each other, making it even harder to help them.
