Taxing all businesses and then handing the money to majority-owned businesses makes minority-owned businesses poorer. It's pretty hypocritical to complain about how unfair the strings are on the free money you were unfairly handed.

This is just political posturing, the real issue according to all official statements by the involved parties is a lack of skilled local labor, see TMSC in Arizona:

It may be relevant that the functional literacy rate in Arizona is only about 75% of the working-age population, as compared to Taiwan, where the literacy rate is 99%.

Investing in improving the quality of American public education is not something that the the political activists who wrote this article ("Strive Asset Management, an anti-activism fund company co-founded by Republican presidential hopeful Vivek Ramaswamy" - Bloomberg) are interested in, so they are silent on the central issue - high-tech manufacturing requires educated skilled labor.
