Digital content, and content subscriptions must use IAP. Physical items, experiences etc don’t. https://developer.apple.com/in-app-purchase/

I know that, and disagree with it, but I’m not asking why those apps don’t have to use IAP.

I’m asking why they don’t also get to have that warning come up.

Apple’s page explicitly mentions “digital goods and services” several times.
