I have to specifically either a) export as HTML or b) use Inspector to find the image.
I legitimately cannot come up with a singular good reason why the hell Google does not let you download the image directly?!

#2What do you mean, "download an image"? Are you saying if you get a document from someone else and it contains an image, that you can not download that image? If so, can you zoom in on the image and take a screenshot? Would that work?
