"the draft" has not been abolished any more than "war is over". The specific drafts for each conflict are finished because the conflicts are finished. The US retains the right to draft its citizens in law, and it (in contrast to many other states) actively maintains a whole government agency just for that, and remains the right to prosecute - to this day - 18 year old men who don't sign up.
