EU does not want that. Only a few politicians, some of whom happen to be currently in power, in the EU or elsewhere, are pushing for those agendas. But fortunately, they do not represent the majority.

Yes, I do think you'd be allowed to sell a phone to normal people in serious quantity. The kerfuffle with Graphene was about whether or not they specifically targeted organised criminals, Anom-style. No charges were made - some idiot politician just assumed Graphene==Encrochat and made a public statement based on that.
You are factually wrong here almost completely. Wrt Graohene the problem isn’t the politicians making announcements, the police assume you are a criminal if you have Graohene and are profiling you on this basis.

Well, there's various linux options like postmarketOS. So long as you have the fundamental freedom, that is, an unlocked bootloader, everything else follows. If you decide to write a new OS for a phone, notning is stopping you.
The linux distros support very few devices officially. Even including community maintained ports, it's always old devices that you would not buy if you wanna maximize specs to run as a server. That is one of the reasons you want linux in the first place.
