You are thinking in Western terms. In East Asian Confucian societies, "harmony" means following the rules to keep the social hierarchy in place. Staying quiet and not disrupting the status quo is more important than your sense of personal freedom. From our Western point of view, it is very much not voluntary and joyful.

The paper card 2FA seems better than SMS 2FA or an app 2FA if you're relatively sure your physical security is good. The card shouldn't cost money or could cost 50 yen which would be more than enough to cover printing it. You're not vulnerable to SMS interception or phone malware. You're also not forced into Google's or Apple's walled gardens.
There are plenty of TOTP 2FA apps that work across different platforms, open source ones too, it's just a couple dozen LoC for the core functionality.

There is something to be said for "our populace relies on tech built by foreign companies" though. Said foreign company is at minimum less likely to install a backdoor for a local government (or be as easily hacked by said local government) than if popular language issues leave the ground ripe for local alternatives to be more popular.
