No its about following the rest of the traffic. In the unlimited sections, traffic is 130++ km/h (up to 200-250 in overtaking lane), So if you are slower, changing lanes, overtaking etc. becomes less safe.
One thing I noticed last year when driving in France for the first time, compared to the UK was that there was a much greater difference in speed between the lanes. Are you kidding? Try doing 70mph in the third lane of a non-busy motorway and see how long it takes someone too be dangerously close behind you.
