If someone can make money off something, after achieving global visibility, they will - it's almost an iron law. The only exceptions I can think of are Wikipedia, Archive.org, and Wikileaks.

I have been using Twitter for 12 years and this has not been "obvious" to me at all. You shouldn't assume that your opinions are obvious or even shared by the majority of people you mention.
I’ve blocked him - it was getting too much and I really don’t care what his view on things are. I had a lot of admiration for him until he became more public - now, I think he is a cruel person who’s politics do not align one bit with me.

Two things. 1) research into smaller more efficient models and 2) hardware prices will come down for a bit longer. So longer term this kind of thing should be free.
It's common for companies to be first at complex things because the coordinated effort or cost involved, and later that becomes more feasible and cheap or free options become possible. I'm all for inventors/companies getting paid for new developments, but I'm also not terribly excited for them to keep innovation locked up and charge rent on it for eternity. This works out in most cases at varying pace, but not always.

Why would someone - including governments, foundations, grants - finance such research before other endeavours when it costs this much, the outcome and its effects are so unpredictable, the chance of misuse so high?

Fox is the most watched TV channel in the United States — hard to argue they're not an essential part of the current political environment. And Breitbart is certainly more prominent and influential than a niche site like The Verge. The latter's editors don't get White House jobs.
