Yes they can. Section 230 immunizes them from liability and allows them to moderate (or not) as they please.

Interesting that a journalist thinks that Facebook is optimized for what "looks good" rather than what drives eyeballs. Facebook is just giving the people what they want. (To say nothing of how self-congratulatory that sentence is)
