On two conditions.

1) It can only be initiated by the owner of the phone, there should never be any means by which a government official can get the legal authority to kill a device. Yeah I know, but what about bombs?

2) It must be able to be overridden by entering a code on the device. As in, if the kill order is submitted the device alerts and gives a short time to enter the pass code. This prevents the possibility of rule #1 being violated now or at a later date.
