I would love to know how much Google spends on StreetView. When they first started sending those cars around, I think everyone collectively mocked, "Haha. Well you're certainly not going to photograph every street in the world."

Random street view locations are retrieved from a database (on-the-fly lookup is too slow); France had not so much records; that has changed over the last 5 minutes though. Try again :)
Got the same issue with Peru, not that random. Regarding France, being french, I can assure you that there is a lot of records ;) Btw you could use city location from wiki/dbpedia to generate random lat/long.
There's definitely something intriguing about seeing random mundane scenes (with occasional awesome exceptions) in far away locations.
