The author isn't conflating. That is what the words mean, and "UX" is the made up wank word. It's the "Web 2.0." of the design world. UX is an umrbella term[1] for usability related disciplines; it's recent conflation as a buzz-word has led to the misinterpretation of it's original meaning.
