And you're vastly underestimating how easy astroturfing is to do, and how cheap/effective it is to implement with a captive audience (i.e. HN).
I'm pretty sure that SO/SX already run various promotional products, like the Microsoft Windows Phone app challenge/contest. That said, I'm also sure such promotional deals come with a set of rules to ensure SO integrity.
