Licenses are not goods! For example, many licenses are nontransferable. DRM for one!

Can any lawyers/legislative types comment on how this would be implemented assuming everyone in congress and the whitehouse supported the petition?

I don't have a car, but if you are willing to pay $60 per picture, I will be able to (legally) source pictures of neighbours' cars for you.

Seems like it doesn't need any legislation: it can just be an FTC rule.

many decisions are allready based on popularity (voting is a popularity contest), I cant see that this direct measure is any worse.
