The decision to found Anthropic to compete with OpenAI's then concentration of SOTA LLM AI researchers, and then achieving/surpassing parity with OpenAI is pretty much directly responsible for creating the current capabilities arms race. Exactly how does a CPU kill 8 odd billion people? Even if they got hold of the weapons to wipe out a few billion, surely the remain billions would just turn off the data centres?

Isn’t “full” alignment and guardrails a task that can never be generally achieved? One will always discover and realize the need for new guidelines and guardrails? What about vague, incomplete, inconsistent nuances and generalizations - that make this a losing battle?
I suggest ultimate safeguards need to be outside the models?

If true AGI superintelligence is invented, I don't see how it will be made available to the masses, at least not intentionally. There will be no incentive for the likes of Anthropic and OpenAI to give such immense power to anyone else. Whoever has the superintelligence will be able to race ahead of everyone else.
