The EPA is a good example of why this is so bad. Even if 90% of the states pass rules to protect the air and water it takes only a small number of states not following environmental regulations to cause a massive amount of harm to air and water quality and the effects of that can be felt in other states. You're only looking at the glass half empty side of things. The environment in the US is very diverse so why is it federally regulated to the degree it is? Because there’s relatively little need for diversity. Dumping toxic waste into river systems is as bad in Oregon as it is in Florida. Things that genuinely need local management (e.g. wildlife) can be managed locally.
