You misunderstood I think. They aren't arguing water is a bigger problem than energy. They are arguing that negative perception is mostly focused around water use.
I am saying the paper's scope of analysis (up to 2024) renders it pretty much irrelevant.
Many things divide us here: Wawa or Sheetz; cheesesteaks or pierogi; Eagles or Steelers; but I very glad we could come together on this.

Can they build it safely as fast as the data center it's meant to power? Full steam ahead then.
Though we really should get better at building nuclear power plants. I'm think more of small ones to power ships though, not land based ones. Ships are one of the few places where oil/coal are used that there are not realistic renewable alternatives.
Really the main issue causing the data center backlash is because they aren't building new 100% green energy production capacity with it. When you drop a data center into an area, energy prices will spike. Additionally, without that green energy capacity they will cause much more air pollution.
Is it any wonder people hear that and go "hmm, no thanks" when the prospect of a massive whirring data centre next to their house is raised?

Farms use an order of magnitude more than either. You don’t see any demands whatsoever on agriculture to reduce water usage.
