They did make a decision? The current decision is no, that’s what it means to pause applications.
All these cases are meticulously documented. So not making a decision is not at all the same as a 'no'.
A 'no' you can challenge, a pause not so much. They probably cannot and don't want to actually deny all those applications as they'll be in hot water really quick. So this is just the childish, not wanting to really own it, way of trying to achieve the same result.

Why be a citizen at all if non-citizens have all the benefits and none of the responsibilities?
What responsibility does a non-citizen shirk? They must follow lows, pay taxes, etc. Even for things like social security. I sometimes wonder where these concepts come from, because it sounds like somebody tricked you into thinking that non-citizens are somehow taking things from everybody else, rather than contributing just the same as everyone.
