Even if it's communication/announcements from the government ? I too am constantly frustrated that official communications from governments happen on Twitter or Facebook.

Communications/announcements from the government can easily be posted on the government's website or, if really needed, sent as an SMS

Too expensive, bad idea.

You might try attacking the problem from the other direction. If your country allows buying a SIM card without KYC, then do that.

But I don't think that's the case for Bluesky

It's because of spam. You're damned if you do and damned if you don't. Ironically AI could fix this when trivial spam detection inference becomes cheap enough to throw away on every upload.

AI would classify anything disagreeing with the government as spam. For example right now it would classify anything opposing Israel as spam.
