I don’t know where you live, but where I live multiple records were broken in multiple dimensions (peak day temperature, peak night temperature, number of consecutive days above X degrees, number of rivers dry etc.). These heatwaves were not called summer back in the day because there was no heatwave like that before. Where do you live?

You do have to take into account the europeans who all suffered through something like 5 heat waves this season. That's a bit hard to talk around.

I do not recall any of that happening, though. Which law are you thinking of and what could the church do beforehand that it couldn't do after?

The way I remember it, life for the average person didn't change.
