The only reason why I needed nitter to access x is due to organizations still using it as their main communication solution to their customers. Even my local council uses it. I would like this to be the final push for people to get off x but I suspect its going g to stay and I guess I don't get to see news from my local council anymore.

I've always said that if XCancel and Nitter get taken down, I'm not going to suddenly decide to make an X account--I'm just going to stop reading their content. Same for old.reddit.com. If they kill it, I'm not going to give in and create an account--I'm just going to stop visiting.
Reddit can go ahead and extract as much value as possible by turning their site into a slop factory. I won’t be around to see it. I haven’t visited for a week after near daily use for 15 years.
Reddit 4 isn’t for me.

I'm totally clueless, but aren't there rules requiring accessibility of public-facing government communications, to the extent that they shouldn't be allowed to use a gated platform when making official statements that are a matter of public interest?

I'm not sure why Threads makes your cut here, trading one walking negative externality of person in control for another is not really a sell to most folks.
it has Fediverse interop. Skepticism obviously is warranted towards the owners but you can at least interact with an open protocol or consume threads content from a Mastodon instance, say.
Threads' activity pub gimmick is just a nice to have. It's the salad of the Big Mac. If you're going to eat it anyway, sure, glad it is there, but it doesn't make it deserve a spot in any serious discussion about healthy food alternatives.
