It's very annoying that the cost of fixing all this and replenishing the stockpile is going to most likely fall on people who had little to nothing to do with it becoming such a big problem.

For example, "Gulf of America" and "Department of War" you're supposed to take seriously, and all SV communications feature these prominently.
