You right to bitch and moan about (a) your commanding officer and (b) the army/navy/air force as appropriate (but not the marines, they don't complain) has been enshrined in the UCMJ for as long as it's existed.

"There are holes in our ship" and "We're down to two tortillas a day" is more valuable intelligence than "My CO is an asshole".

But I don't really know military culture or norms so maybe you're right that this is fine.

So it's been around for at least 2,000 years. I bet that alongside Ea-nāṣir's tablet there are some complaining about the quality of the food in the Akkadian army.
