The Apple Watch is definitely fashion accessory first and fitness device second. My high level understanding is there are countries where things like IMEI barring aren't enforced and the actual unlocking of the phone is possible. Via jailbreaking or flashing I presume

It's just both (or more for the casual jogger than serious ultra runner for example). If you need a proper, dedicated sports device get a coros, garmin or suunto. Apple Watch is more leaning towards day to day, while these things are for sports and just for sports. But suck at day to day stuff if you want the fancy apple watch things. Pick your poison.

So I made sure to get a fitness tracker with onboard GPS. It syncs to the phone later, when I return, which then uploads workout data to the vendor's cloud. You may have tried this, but I run with my phone in an elasticated belt that's just tight enough to keep the phone stable without being uncomfortable. I really don't want to fork out for another device just for running. (I also find a watch on my wrist annoying when I don't wear one normally).
the OP says they want their run to be time away from the phone. Not just because it is too difficult to carry physically.
Ok, you don't want to fork out for another device just for running, but why do you need a device at all? And what if it is those "needs" that the OP is trying to get away from.

I want it off by default even for calm low HR outdoor walks. Nothing wrong with stopping a few minutes to admire nature during your outdoor walks! This feature was probably designed by the same person who thought it was a great idea not to let us switch off the screenshot sound.
