But if a thousand people see some ad then the amount of damage is not much compared to their overall business. I'd go for a healthy penalty on top, and adding in more transparency to make sure they don't hide the real extent of the problem, but it's still probably small to them.
Getting Facebook to put in a reasonable amount of blocking effort is good. But it wouldn't fully fix the problem.

Part of me would like to stop paying for a youtube premium family subscription because they keep raising the price, but my mom watches it a lot and I don’t want her to see (or have to see) those ads. They’re so unbelievably bad. It can’t be good for your brain to watch, the few times I’ve seen them on my work computer I can’t help but watch part of them.

Our regulatory framework is so asleep at the wheel. It is as if there is this unpierceable veil if you operate as a corporate entity, as if multiple people's combined transgressions are less than a single person doing it.

Bots, good luck finding the people responsible for them. Also how much of the child exploitation material was created by the children themselves? Teenagers who send each other nude photos are creating child exploitation material but you hardly want to put them jail for that.

At this scale it's pretty mind bogglingly difficult to moderate down everything. The ads/posts served per second is an astronomical number. This truly is a case where AI is the solution. In many industries, if you can't do something safely, you simply can't do it at all. Maybe yeah, if you can't build a sufficiently strong automated system, then you need human moderators across a huge number of locations. Them's the breaks for running a wildly profitable service that half the world's population uses.
