There's almost no basis of truth in that comment, let alone sources.
Germany does not have "overseas territories", so not sure what they mean by that. There's nothing of the like happening within Germany either. Germany has a multi-generation muslim population, so purging them would mean purging Germans.
CSD is disruptive, yes, as are marathons and several demos and parades every year. In fact, Berlin CSD crosses mostly the Tiergarten where there are no buildings. But no matter how car-brained Germany is, no such event has been attacked by disgruntled drivers.
