one is meerly satelite info that is evaulated for strategic or even tactical information use, the other is a literal weapons system component used for killing humans,in a situation that would otherwise be impossible without the satelite, which is an act of war, ie: "killchain", with no proxy , but the false claim of lack of resonsibility.
the case in point likely involves drones that are fired from mainland europe into russia, with complete american command and control, but atributed to ukrain, which if russia can prove conclusivly, will then have consequences, legal and military, though of course, as usual, everybody will blame somebody else, and nobody will admit anything
