The page consists of ~50% ads, interleaved with the actual content. Most of the links I see are to Audi, some site selling slippers, some "Action RPG game", heating blankets and 20 other random things.

Even if I exclude ads, I see links pointing at executables on this site, for example:

https://content.legacyupdate.net/legacyupdate/LegacyUpdate-1...

Do you want to tell your friend to navigate that page, find the correct link, download it and run it?

Why not? The download link on the site points to to Microsoft's official website.

I loved windows 8.1. It was fast, lightweight, looked clean and modern. That weird start menu wasn't really a problem for me. Too bad it got dropped by hardware manufacturers like a hot potato as soon as the objectively inferior Windows 10 came out. But maybe that's good because it made me switch to Linux full time and I couldn't be happier with it.
