surely openvpn being pre-installed on most routers means it's provided to an significant portion?

it also said to have "different ages for different services" so the fact you have a debit/credit card to pay is more than enough to prove you at least 16.
this will be interesting to watch i just wish i weren't caught in the net.

#9Just for clarification. House of Lords amendments do not have to be accepted by the House of Commons and may not make it into law. If you do not agree with an amendment then write to your MP, write to the ministers concerned. If you do not tell them your concerns they will not know. You can ask for an appointment with your MP. You can ask for an appointment with ministers. Better still you can form an advocacy group and lobby.

Sure, but openvpn itself doesn't become a "service" just because of that.
