Discrimination isn’t always illegal, as it’s the mechanism for decision making, when you choose A over B.
Offering a diversity of services for a larger subset of choices and maintaining the original choice is the positive way to look at it.

What stops male sex predators from declaring a female gender identity to enroll in the program?
