Is it on by default for end user repos? It appears to be disabled by default for organizations.
In the organization:
Organization -> Settings -> Copilot -> Access... Turn it off.

Do you have an example of "inlined JSON on github.com pages"? I can't imagine what this looks like.
Not near an account right now but literally just "View Source" when signed in and search for "copilot" and it's there along some other feature-flags for the user in a JSON blob inside a script tag.

When the shopping cart was first introduced to grocery stores, nobody wanted to use it. People preferred to continue lugging around heavy baskets rather than push a cart. Actors had to be hired to walk around the stores pushing them around to convince people it normal and valuable to use them.
Sometimes people are resistant to use things that improve their life and have to be convinced to work in their own self interest.

Sunc cost fallacy. If they admit that people don't want it (at least enough to cover the costs of it) share holders will question all the investments into Copilot. So instead they push it down our throats.

Organizations, once they reach a certain size, are usually not self consistent. Organizations are made up of people, and each person wants different things and has different incentives. It takes an excellent leader to make an organization appear consistent, it's not the default at all.
Marketers are trying to keep their jobs, sales people are trying to keep their jobs, etc.
